[conduit] Ongoing CONDUIT Outage

CONDUIT Users,

This morning, Thursday Nov 9th, NCEP experienced a failure in our College
Park data center at 11:58Z. This has stopped the ingest of new data into
CONDUIT, however model data continues to update on our NOMADS and FTP
servers. System and Network Administrators are working to resolve the
problem and we expect CONDUIT to be back online by this evening.
