[conduit] CONDUIT not getting NCEP model data

CONDUIT users,

NCEP is having major problems at our College Park data center and will not
be able to feed model data to the CONDUIT servers until the data center is
healthy again. I am hopeful this will be sooner (<24hr) but we will update
you as we get more information.
