[data-curation] New AK ICAOs Assigned

Per the 3/17/26 NFDD, the following AK airports now have been assigned
ICAO codes:

>From my experience, this is typically done b/c an AWOS is expected to be
installed at the airport, since you need an ICAO code for METARs to be
transmitted.

NAVID/COM is always first listed, and this deals w/ any ASOS/AWOS site
additions/deletions/changes.

Farther down, the AIRPORT section deals w/ any changes to the airport,
including ICAO changes and FAA 3-letter code changes.
