The fixes have been done, so the latest files might be a mixture of
dew-points and dew-point depressions. The synTime was fixed a couple
days ago, so it should be correct.

His answers to my questions are:
1) Dewpoint should be stored as a depression. I've modified
my reader to handle either case.
2) synTime should be the synoptic time (00, 03, 06, etc) and
relTime should be the time in the sounding data (release time).
Please make these corrections in the decoder and let me know,
then I'll try them out.
