[idvusers] Displaying Shapefiles

I'm trying to display a shapefile from:
http://water.weather.gov/download.php

I'm able to see it in the Omni Control [using Point Mode]. But, when I try to 
display it in the main display window nothing appears. However, the geographic 
extents are set correctly. Any suggestions?
