for those interested.. received the following information about the 
noaaport outage.. edited for privacy..

Part of the problem (and a factor which extended the outage) is that we 
were running out of the backup facility in WV.   We were in backup mode 
because enhancements were needed at our primary site, in Silver Spring 
MD.   The backup has all the necessary equipment, but unfortunately much 
less on-site human support (it's not a NOAA facility, so we rely on 
support from another federal agencies via an inter-agency agreement).

Again, sorry for this outage.   NWS will be looking at the post-incident 
report and putting in place adjustments to minimize or at least reduce 
the likelihood/duration of such outages.
