That fixed it, by switching RTWXTEXT to adde.unidata.ucar.edu. Now to figure
out why my local server is giving me winter storm watches and warnings, as well
as flood watches and warnings, but not severe weather watches and warnings.

What server are you using for RTWXTEXT? I did a DATALOC ADD RTWXTEXT
ADDE.UNIDATA.UCAR.EDU and I'm seeing the following with WWDISP USA.
