trivial ncdump bug

Hi folks,

A Fedora user recently reported this bug:

  https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=215643

where a no-arg ncdump invocation results in a seg fault.  It seems
that a quick:

  if (argc < 2)  usage();

would provide the desired error message.  So perhaps it could be added
to a future release?
