[netcdfgroup] Read NASA CDF files with netCDF code - NetCDF Expansion Pack 1.3.0 release

Howdy all!

I've just released a new version of the NetCDF Expansion Pack - in it I add
a reader for NASA CDF data.

NASA CDF format is used for some NASA missions, and the CDF reader allows
such files to be read as if they were netCDF files.
