[noaaport] Confirmed NOAAport low power level issue

Jami Casamento, chief NOAAport engineer, just emailed me and confirmed the 
abnormally low NOAAport signal levels that I have been seeing. They are 
working with SES World Skies to increase the power level to a "normal" 
state. Apparently, I was the first to notice. :-o
