    The implementation of the OFCM FMH-1 and WSOH #7 is now scheduled for
    October 1, 1994.  Problems outside of the NWS and OFCM created this
    delay.  All handbooks (NWS, FAA, Air Force, Navy) must be implemented
    at the same time.  The NWS must be informed by the OFCM on the
    implementation of FMH-1 by September 1, 1994 in order to have an
    implementation of FMH-1 and WSOH #7 on October 1, 1994.  If the NWS is
    informed by the OFCM after September 1, 1994 the implementation for
    both handbooks will be moved to November 1, 1994.

    WSOH #7 will be implemented in its entirety (Parts I, II, III, IV) at
    the same time.  Parts II, III, and IV will not be implemented prior to
    the FMH-1.

    I will keep you informed on any changes to the implementation of these
    handbooks.
