CALCULATION OF SOLAR NOON

Questions have recently surfaced about the calculation of solar
noon with respect to the valid time of the Experimental UltraViolet
Index (UVI) forecasts. The UVI forecast provides the next day's
(approximately 30 hours in advance) ultraviolet intensity at the
earth's surface over the one-hour period around solar noon.
Solar noon is defined as the time when the maximum exposure to
ultraviolet radiation from the sun's rays may be felt.
Solar noon for any location is a constant and may be calculated
using the following information. Solar noon is at 1200 local
standard time on a particular central time longitude. The
central time longitudes are 75W, 90W, 105W, 120W, and 135W. For
every degree of longitude away from the central time longitude,
the solar time changes by four minutes. Eastward of the central
longitude, the time of solar noon is earlier; westward, the time
of solar noon is later.
For example, if your station is at 96W longitude, the time of
solar noon is 12:24 local standard time. If your station is at
85W longitude, the time of solar noon is 11:40 local standard
time.
Solar noon advances by one hour during local daylight time.

SHORT-FUSE COUNTY WARNING AREA EXPANDS...EFFECTIVE
DECEMBER 1, 1994
Effective Thursday December 1, 1994 at 8:00 a.m. Central Standard
Time, the National Weather Service (NWS) will transfer short-fuse
warning responsibility for 7 counties in Wisconsin, (table 1) TO
the Weather Service Office (WSO) in Green Bay (GRB), Wisconsin.
Four (4) counties will be transferred FROM the Weather Service
Forecast Office (WSFO) in Milwaukee (MKE), Wisconsin. Two (2)
counties will be transferred FROM the WSO in Duluth (DLH),
Minnesota. One (1) county will be transferred FROM the WSO in
Madison (MSN), Wisconsin.
WSO GRB will issue short-fuse warning products (Table 2) and
related products that give follow-up information on the warnings
(Table 3). For holders of NWS Operations Manual Chapter C-47,
County Warning Areas, this transfer is the 42nd update for 1994.
Because of this county warning transfer, subscribers to the NOAA
Weather Wire Service (NWWS) and the Family of Services (FOS) must
take appropriate action to receive the short-fuse warnings and
related products for these counties using the GRB identifier
(Tables 2 and 3) instead of the MKE, DLH, or MSN identifiers.
The Universal Generic Codes (UGC) will remain unchanged (as shown
in Table 1).
