A bunch of header changes are occurring Nov 18 to the data stream; I have
peeked at the NWS home page on the matter, and come up with the following
changes that should be made to pqact.conf to continue receiving the zone
forecasts and state forecasts (note these are not complete pattern/action
pairs, I have just included the pattern to match, not the action to take
or file name to dump to):
