Precipitation verification changes implemented by NCO on 21 Oct 2008

Changes announced in the 25 Aug email was implemented by NCO on 21 Oct.

If you use the NCEP/EMC precipitation verification VSDB files to plot
your own precipitation scores (e.g. with FVS), or if you generate your
own precipitation VSDB files using our QPF verification software (e.g.
if you are are launcher user), please look through the documentation at

This documentation can also be accessed through the main QPF

Note that on CCS, VSDB files for operational models are now in
/com/verf/prod/vsdb/precip (prior to 21 Oct the VSDBs were in
/com/verf/prod/vsdb).
