[SuomiNet] continued outage for hourly suominet PW results

Unfortunately the computer problems observed last night were pretty 
serious and the suominet data outage will continue in full until 
sometime tomorrow.  I will endeavor to get the suominet and PBO sites 
processing again tomorrow since they comprise the majority of sites 
uniquely processed here.  Some sites may be down another few days.
