[THREDDS #VAU-159672]: Problem with IOSP in TDS

uh oh, you're into the dark and shameful secrets of the CDM. Turns out that 
OPeNDAP (DAP 2) doesnt support long (int64) types. The new spec (DAP 4) will. 
Can you use doubles or something?
