[Support #NHI-804360]: aggregation server in THREDDS

Hi Carl:

Ncml aggregation works with any CDM files, including HDF5 (but not currently 
hdf4). However, a lot of assumptions are made that may not work with HDF, so Id 
consider it an exeriment.
