[thredds] announce TDS 4.2 release candidate

  Hi all:

TDS version 4.2 Beta 2 (Version 4.2.20100924.2240) is now a release 
candidate for being the stable version.

It is available from the usual place:

http://www.unidata.ucar.edu/projects/THREDDS/tech/TDS.html

Changes from TDS 4.1 include:

- Uses netCDF-Java 4.2.
- Refactored FMRC aggregation code to simplify configuration
  and improve performance.
- Improved integration with ncWMS.
