[thredds] THREDDS Creation Date

Hi there,

Does anyone know when THREDDS was first created? I am writing an
Engineering Report on some work I performed on the codebase and wanted to
give some background information.

For some reason I have 1999 in my head, but I can't find anything that
confirms that year.
