To answer my own question, it looks like $GEMTBL/stns/sfstns.tbl has
changed, with all identifiers standardized to four letters. (On the
other hand, $GEMTBL/stns/snstns.tbl still uses three-letter IDs for
CONUS upper-air stations.)
