A student at Wisconsin modified my wrf2gem program for this purpose
maybe a decade or so ago, but another option to try would be to use cdo
(https://code.mpimet.mpg.de/projects/cdo/) to create a GRIB file, and
then nagrib/nagrib2 to convert to GEMPAK format.
